Frozen seman breeding

I am looking for an explaination of how frozen seman breedings are done. Does the owner of the bitch receive the seman or is the bitch taken to the breeder and instead of a "live" mating, the breeder uses the frozen seman?

It's done in a Vet clinic, usually one that specializes in this type of breeding. The owner of the sire releases the semen to the clinic that is going to do the surgical implant and it is done there. The semen on the sire is stored in a clinic on his side that also does this type of thing.
