Yes, it is another form of obedience. It is a combination of agility and formal obedience. Dogs can earn titles starting with RN for Rally Novice, RA for Rally Advanced, and RE for Rally Excellent. If you compete in Advanced and Excellent you can earn the highest Rally title which is RAE.
The handler and dog navigate a course made up of stationary stations and other signs.

Is a mantle merle, neutered, eligible for rally competition?

Yes, all pure-breed dogs are eligible (and I believe AKC will allow mixed breeds to be shown in obedience soon, at least this is what our instructor told). If litter wasn't AKC-registered, you can still register with AKC on PAL/ILP registration

Absolutely. The 6 designated colors, and the need to be intact applies only to conformation showing. Spayed, neutered and other colors are elegible for all other AKC events.
